Dr. Ronald Deibert to Deliver Keynote Address to 2013 Frontiers of New Media Symposium

On 20 September 2013, Dr. Ronald Deibert, Director of The Canada Centre for Global Security Studies and the Citizen Lab in the Munk School of Global Affairs at the University of Toronto, will deliver a keynote address to the 2013 Frontiers of New Media Symposium at the University of Utah.

The title of Dr. Deibert’s talk will be, “After Prism: Towards Distributed Security in Cyberspace.” This talk, described below, explores the conditions that have enabled the rise of the system of mass surveillance that has been so much in the news recently.

As cyberspace has developed to become the infrastructure for global communications, the security of the domain has become a top priority.  But rarely examined directly are the questions, security for whom and security for what?  In the absence of alternatives, the tendency has been to default to the Realist approach to statecraft and all that it entails.  Not surprisingly, we are seeing an instinctual tendency towards the erecting of defensive perimeters to the world outside, to solutions that depend on hierarchy, secrecy and classification, and defense and intelligence agencies taking on leading roles.These approaches are also resulting in the gradual erosion of checks and balances on power, self-reinforcing cycles of hostility and suspicions abroad, and a dangerously escalating arms race in cyberspace fueled by a growing cybersecurity industrial complex. In the headlong rush to security, liberal democratic countries are losing sight of that which they are ostensibly aiming to secure in the first place.  However, the recent NSA-related revelations (which have reinforced and highlighted these concerns dramatically) offer an opportunity to articulate and promote an alternative vision of cyber security — one that avoids throwing the baby out with the bathwater while dealing with the very real security challenges to cyberspace.  Building upon arguments I lay out in Black Code: Inside the Battle for Cyberspace, I describe the main elements of the “distributed security” approach to global cyberspace.

Dr. Deibert’s keynote will be held at 6:00 PM on September 20, 2013 in the Eccles Auditorium of the Carolyn Tanner Irish Humanities Building (room 109) at the University of Utah.
